A Case Study
After a careful analysis of the problem, we implemented a system thinking approach to this organization, and we were able to get a 70% increase in attendance in a short period.

Summary

Jay learned that typically 1 in 4 defendants (25%) show up to their scheduled court proceedings. This was largely due to Notify Letters, which advised the defendant of the date and time of their necessary court arraignment, being sent to the wrong address or the defendants not taking the letters seriously.

This caused a lot of loss time for the prosecutors and additional work for the Investigators to prepare additional arrest warrant documents. Jay analyzed the current procedure from a system thinking standpoint. Jay researched the current process from beginning to end and spoke to everyone involved in the procedure.

As a result, Jay came up with the following solution: 

Prosecutors will notify supervisors when a case is issued.
Supervisors will assign an Investigator to personally notify defendants of their court date and provide a copy of their Notify letters.
The investigators will document the notification.
Since implementing this procedure, defendants showing up to court proceedings increased significantly.
Defendants appearing to their court proceeding increased from 25% to 95%.
Bench warrants were immediately issued when defendant failed to appear alleviating any addition work on the part of the prosecutor or investigator.
